Background

The role of Team Leader is to serve as the focal point for the Millennium Villages Project at the Cluster Program level for the Millennium Villages Management Team (MVMT). Within this context, the Team Leader will be responsible to ensure that all project related program and financial management activities are in accordance with approved annual work plans, budgets and procurement plans.

Duties and Responsibilities

The Team Leader/ Cluster Manager will be responsible for:

1. Organizational Development. Coordination of project planning, the completion of work plans, budgets, procurement plans and reports for the Millennium Villages Project; organize the recruitment, selection, hiring and orientation of a core group of national project personnel working closely with the Science Coordinator in the hiring and training and orientation of the sectoral specialists; develop program policy and procedures concerning personnel, financial management vehicles and inventory; organize staff development activities.

2. Program Management: In coordination with Science Coordinator, provide strategic oversight and direction in the development and completion of annual work plans, budgets, procurement plans, monthly and quarterly program and financial reports for submission to the Millennium Villages Management Team for review and approval. The Team Leader has final approval authority on work plans, budgets, and other documentation. The Team Leader will also ensure close coordination with the Earth Institute (EI) Columbia University staff and Millennium Development Goals (MDG) Centre staff whose role is to support the scientific and technical dimension of the implementation of the MVs as well as the UNDP Country office in Nigeria.


3. Financial Management: Approve project expenses, working the local administrators and submit them to the appropriate UNDP office for approval and further processing. Ensure proper organization and utilization of finance policy and procedures and financial management information system; develop program budgets and cash-flow projections as required; assist in completion of monthly financial reports, internal and external audits and evaluations.

4. Representation. Represents the MVP on matters at the local level in the country, including liaising with partner institutions, the community groups; government officials at the local and district, provincial and national levels; local NGO’s, and universities. The Team Leader can assign individuals of MV team for specific representation to meeting or activities that are more relevant to their specialty.

5. Partnership Development. Build strategic partnerships at national level with governmental and nongovernmental organizations as well as private to advance the MVP project’s strategic agenda.


6. New Program Development. Assist the Science Coordinator in the preparation of needs assessments, concept papers and proposals aimed at mobilizing resources for current and future project interventions; develop and maintain contacts, in coordination with the Team Leader, with prospective institutional partners.


7. Liaison with UNDP. Serves as focal point for reporting and communication to UNDP Country Office including quarterly reporting on MV activities at Programme meetings. Works in close collaboration with other Country Office Programmes especially those on local governance and local development.


8. Public Relations. Interact with members of the press and other visitors to assure that messages of the village project are clearly represented

Required Skills and Experience

Minimum Qualifications:
• Demonstrated ability to successfully conduct research and manage projects in remote rural location with minimum supervision.
• Must have quality research and data management experience.
• Excellent writing, interpersonal, computer and communication skills.
• Must be able to function independently and to exercise discretion and judgment in sensitive and potentially controversial matters.
• Must have excellent organizational skills, be a team player and detail-oriented.
• Strong analytical skills, with financial analysis skills a definite advantage

Education and Experience:
1. Masters degree in public administration, business administration, international development, economics or related field;
2. At least five (5) years of international development and/or operational experience in Africa, preferably in Western Africa
3. Significant experience working with development agencies and local government leaders on economic development activities with excellent understanding of sustainable development.
4. Excellent project management skills including monitoring and evaluation
5. Previous experience in MDG related activities is an added advantage

Food Security & Livelihoods Assessment, Nigeria

General objective:

  • To assess the food security and livelihoods situation in Northern Nigeria
  • To contribute to an assessment report at the end of the assessment in which viable activities for ACF are proposed.
  • To contribute to a concept note for sharing with possible donors.

Objectives:
To evaluate and document the Food Security and livelihoods situation of the local agro-pastoral and agriculture population in Northern Nigeria

• To use and adapt ACF tools and FSL assessment guidelines to evaluate the FSL situation in the areas of interest
• To consider the conceptual framework of malnutrition, the sustainable livelihoods framework and the household economy approach as guiding tools for analysis
• To ensure the assessment is facilitated in a participatory and conclusive manner, involving local communities and population
• To ensure linkages and consultation with local, state and national technical government structures, national and international NGOs/actors and technical institutions are facilitated
• To ensure common and integrated reflections with the Wash and Nutrition teams
• To prepare a comprehensive and detailed report about the assessed FSL situation and systems in ACF areas of interest
• To ensure the report contains overall recommendations, and additionally recommendations for adequate ACF program interventions responding to identified needs of the population, providing integrated solutions together with Nut and WASH
• To participate in defining and integrated approach for ACF / FS strategy of interventions

To plan, organize and propose food security and livelihoods activities
• Identification of objectives and proposition of a food security and livelihoods strategy
• Identification of results and activities expected with the numbers of beneficiaries and the objectively verifiable indicators
• Design of a clear methodology of intervention with a view towards integration of Food Security, Nutrition and Water Sanitation activities.
• Proposition of a possible human resources plan
• Elaboration of a concept paper / proposal including logical framework, narrative and budget, according to ACF principles and ways of working

To support donor contacts and representation for project funding (if need be)
• To present the prepared and validated concept note to donors and other actors if applicable
• To support the HOM with technical discussions and representation for donors and funding agencies in Nigeria

Qualifications:

Education / specific degree / special skills:
Min. bachelor’s degree in development, economics, tropical agriculture, or related studies.
Excellent writing and analytical skills.
Experience with the various analysis and assessment tools
Good management and representation competencies.
Experience with agro-pastoral and/or livelihoods programming.

Qualification and Experience
